Something smelly in this can of worms - an article ablut failures and corruption

The following article was sent to us anonymously after it was allegedly forced off the website of The Australian Security Academy owned and operated by Mike Evans. He published it on his site a few days ago and named it:

Mike's got a few enemies no doubt, but most people like him because of some "boots and all " battles he has with any bureaucracy or police service where failures and even corruption persist.

The article:

The Australian Security Academy is approved for licensing training in every state and territory. Objectivity, Procedural Fairness, Natural Justice are the foundations of our legal system in Australia and are the matters that ensure market driven competition in our, and all industry. Mike is a member of several groups who strive for improvement and the elimination of corruption in the investigation industry and within the organisations who monitor licensing. Currently our industry's basic freedoms of Mutual Recognition are under attack from the Victoria.

Mutual Recognition between states for licensing is the security professionals equivalent form of the Separation of Powers. Mutual recognition is Australia's Security Industry guarantee that no corrupt licensing official or warped group of corrupt officials located within one state (for example a state police licensing authority), can dominate, dictate, exclude, favour, accept or offer inducements, gain advantage to the detriment of licensed professionals who move to, are trained within or operate within other states. It is a wonderful freedom to be able to study Investigations in Victoria and move to New South Wales later to work, or study in Queensland and move to Victoria to work in our industry. Tasmanians like myself could study in Tasmania and move to and work in Queensland. Mutual Recognition was designed by intelligent, fair, just and reasonable people, implemented legally and now exists to stop our industry becoming a communist state governed centrally by those who seek benefit and advantage for themselves or their friends, or former police associates in the industry.

In essence Mutual Recognition is a Fraud Preventative measure, that is currently the hot potato in Victoria regarding licensing issues. It has been the aim of some individuals in the Victorian Police to have a single security industry licensing entity in Australia at a National Level.

Why is that? The simple answer is personal gain and human greed. The worst case scenario for the security industry would be one small group of colluding licensing officials without fit and proper training and or management, funneling all training through one Registered Training Organisation owned by their former police associate mates. If this happened at a National level the corrupt licensing officials benefiting from it would have better incomes than any ten professional tennis or golf players added together. How could they explain all the new European cars, multiple owned mansions, children in expensive private schools and frequent overseas holidays on meager Police wages of $75,000.00 per year. Mutual Recognition is our guarantee that this cannot happen nor can the system be manipulated by any group or individual for personal gain through fraud by deception.

Most importantly mutual recognition is the Security Industry's protection against incompetent management within any licensing authority and inappropriate use of power and inappropriate conduct by ambitious government officials, who seek to take advantage of incompetent leadership. NSW, NT, Queensland, Western Australia, Tasmania and South Australia have open and transparent licensing authorities, which are organised, operated and controlled by ethical hard working, honest government workers. The ACT does not have a licensing authority.

Mike Evans is proud to have trained the management of the Victorian Security Organisation which was asked to provide Security Services for the Commonwealth Games by the Senior Management of the Victorian Police. In particular the foundation basis of that security service provision was Nationally Recognised Qualifications and Training, the input by David Dettman and Belinda Murphy of that training regarding approved instructors, and the supply by the firm of interstate security guards under the mutual recognition system. Had any of those things not been in place the requirements for Victorian residents and visitors public safety at that event may have been compromised. The satisfaction shared by David, Belinda and Mike in regard to this is almost beyond explanation.

Corruption in state government involves improper acts or omissions, improper use of influence or position, and or improper use of information. Generally if the first four of these exist, the last one is a guarantee. Information is power in 2006, if corrupt hands can gain information and pass it on to former police associates to the detriment of existing ethical investigation / security organisations operated by people of integrity then the corrupt cops win. The only problem with that is that the 0.5% of police who are corrupt taint the majority of honourable ethical police who are not corrupt.

Licensing Authority Fraud Indicators are:

  1. Conflicts of interest by licensing authority staff (current police) when dealing with ex police who work in the security industry. Lack of transparency, training and management control. Who checks the checkers while the checkers are checking?

  2. Inconsistencies with licensing decisions, that is perceived vulnerable individuals (non ex-police) are targeted for maximum scrutiny and others, ( ex - police) are left alone. Nepotism and poor management control.

  3. Racist unfavourable decisions based on the student's name (this one is alarming for a multicultural workforce such as Victoria's it is also shameful and I am particularly concerned about this). Racism; there is no room for it in Federal or state government. Misuse of power and influence, poor management control.

  4. No accountability in decision making by licensing authority staff. Poor management control, misuse of power and influence, lack of training.

  5. One untrained person making decisions which negatively affect individuals applying for licenses or seeking renewal of licenses. Misuse of Power and influence and lack of management control.

  6. No records taken, kept or maintained regarding contact with ex-police working in the security industry, when those ex-police wish to use loyalty of serving licensing police to manipulate competition and or events. Omissions and misuse of position and again poor management control.

  7. Preparedness to ignore evidence, ignore facts and alter the interpretation of an Act to suit any circumstance favourable to justifying unfair decisions by the licensing authority staff. Misuse of power and position, poor management control.
  8. No procedural fairness. Misuse of power, position and poor management control.

  9. Unlimited police resources focused on and directed at any one who points out the problems with the licensing authority. After all the police can't be wrong, can they?
